Blend the oats in a blender until a flour forms. Add the rest of the dry ingredients to the blender and blend to combine.

Mix together the wet ingredients in a mixing bowl, then add in the flour mixture. Stir together until a smooth batter forms, then mix in the chocolate chips.

Pour muffin batter into a lined muffin pan.

Bake at 350 degrees F for 20-23 minutes, or until baked through. Allow muffins to cool completely before eating.
