Sear the beef stew meat over medium-high heat in a stock pot in a single layer.

Sauté the onion in the large pot until softened, then stir in the flour.

Stir in the garlic, carrots, mushrooms, and bell pepper.

Add in the beef stew meat, seasonings, broth, and wine. Bring the pot to a full boil.
